Apparently (see here ) the Cologne Blue skin has been removed from the most recent bundles of the MediaWiki software. Almost all scores available on CPDL are copyrighted under various license policies, so this depends on the ultimate purpose: some purposes may be allowed only for a subset of the scores. Could you please specify what's the purpose?

In principle, on wiki websites authorisation to edit pages is not required, provided that the user has the necessary permissions associated to his/her user profile. So, I would take it as a "yes" instead.
